Liubu is a rural region near Jinan, the capital of Shandong Province in China, located on the high speed rail line between Shanghai and Beijing. The area around Liubu is very beautiful, with the majority of the land consisting of mountains and forests. There are agricultural areas on terraced hillsides and those in the valleys produce apricots, cherries, chestnuts and a variety of arable crops.The Liubu area, strategically located between Jinan City and the nationally-famous Tai Mountain, is already a well-known tourist destination due to a wide range of existing attractions. However, there is considerable scope to improve the offer for visitors, and to boost the local economy, by developing the area’s immense potential. Furthermore, deficiencies in the way the existing human settlements, landscape and water systems are managed mean that there is significant danger that the area’s assets will be damaged, thus diminishing Liubu’s appeal and attractiveness as a tourism destination and a sustainable agricultural area.
On behalf of Shandong Eco-tourism Development Co, JTP led an International Design Team to address the problems at Liubu, and advise on strategies for its future success. The team consisted of urban designers, landscape designers, transport planners and tourism consultants, working closely with the client team and in collaboration with representatives of the local government.
Design work on the 172 km2 Liubu study area began in early May 2011 with a 9-day ‘Charrette’ workshop in which the international and local teams collaborated to produce a strong overall Concept and Vision for the site, which integrated the input of all the specialist consultants. The Charrette was followed by a period of collaborative design development during which the Masterplanning, Landscape, Tourism Development and Transport ideas that emerged during the Charrette were worked up in more detail.
The main ideas to emerge stressed the importance of ensuring that whatever development takes place should not destroy the exceptional natural and cultural assets that make Liubu such an attractive destination. The team has now developed an integrated, strategic masterplan for the whole area, and made detailed studies of 5 specific locations, including Liubu Town. The main recommendations relate to sustainable farming, high quality land management, controlled tourism, sustainable movement and responsive development. As a result of the high quality of the work, the project has now been raised to national level, and seen as an exemplar for the whole of China for its approach to the sensitive regeneration of rural areas.

Liubu ist eine ländliche Gegend in der Nähe von Jinan, der chinesischen Provinzhauptstadt von Shandong, gelegen an der Hochgeschwindigkeits-Eisenbahnstrecke von Peking nach Shanghai. Liubu ist landschaftlich außerordentlich wertvoll, mit Bergen, vielen Wäldern und landwirtschaftlichen Flächen auf terrassierten Hängen und Tälern, in denen Aprikosen, Kirschen, Kastanien und viele weitere landwirtschaftliche Erzeugnisse produziert werden.
Aufgrund seiner strategisch günstigen Lage zwischen der Stadt Jinan und dem landesweit bekannten Tai Mountain hat sich die Gegend rund um Liubu in ein beliebtes Touristenziel verwandelt. Die Angebote und Einrichtungen sind jedoch bei weitem nicht adäquat und müssen dringend verbessert werden, um dem Besucherdruck Rechnung zu tragen. Andernfalls drohen die gegenwärtige Infrastruktur und auch die ökologischen Systeme vor Ort ernsthaft Schaden zu nehmen, was zulasten des Tourismus aber auch der Landwirtschaft ginge.
Ein internationales Planerteam bestehend aus Stadtplanern, Landschaftsarchitekten, Verkehrsplaner und Tourismusexperten machten diese Aufgabenstellung zum Gegenstand eines Charrette-Verfahrens, in das auch Regierungsvertreter der Provinz einbezogen waren. Das Team entwickelte einen integrativen, strategischen Masterplan für das gesamte Gebiet mit detaillierten Vorschlägen für 5 Schwerpunktbereich, darunter die Ortschaft Liubu selbst. Die wichtigsten Empfehlungen beziehen sich auf eine nachhaltige Landwirtschaft, ein qualitätsorientiertes Gebietsmanagement, einen kontrolliert geführten Tourismus, ein umweltfreundliches Mobilitätskonzept sowie den kulturell sensitiven Ausbau der Ortschaften.
