As part of the four-year Build4People project, strategic planning tools will be provided and demonstrated to the Phnom Penh Municipality and the Chbar Ampov District Authority to support the realisation of more sustainable neighbourhoods. To this end, Andreas von Zadow designed two five-day workshops on cooperative urban planning at the Phnom Pen City Hall in March 2020 and March 2022.
Here in Cambodia, too, a basic law of community planning is confirmed: put enough energy into seeing, listening and understanding to achieve real cooperation and creative joint solutions. This sounds rather obvious, but you have to do it first! The pressure of expectations for quick solutions is enormously high. What a major challenge in Phnom Penh, which is described as an almost uncontrollable urbanism facing billions of dollars of private sector real estate investments and a doubling of the population in just a few years!
The “Build4People” project, funded by the German Federal Ministry of Education and Research for a minimum of four years, will provide and demonstrate strategic planning tools to the Phnom Penh Municipality and the Chbar Ampov District Authority to support the realisation of more sustainable neighbourhoods. The cooperation also includes developers from the private sector, experts, professors and students from the Cambodian Institute of Urban Studies and more than 6 research and university partners from Germany together. The office Eble Messerschmidt & Partner from Tübingen is in charge of the sustainable neighbourhood development.

Im Rahmen des auf vier Jahre angelegten „Build4People“-Projekts werden der Stadtverwaltung von Phnom Penh und der Bezirksbehörde von Chbar Ampov strategische Planungsinstrumente zur Verfügung gestellt und demonstriert, um die Verwirklichung nachhaltigerer Stadtviertel zu unterstützen. Dazu gestaltete Andreas von Zadow im März 2020 und im März 2022 zwei fünftägige Workshops zur kooperativen Stadtplanung in der Stadthalle von Phnom Pen.
Auch hier in Kambodscha bestätigt sich ein Grundgesetz des Community Planning: Stecke genug Energie in das Sehen, Zuhören und Verstehen, um echte Zusammenarbeit und kreative gemeinsame Lösungen zu erreichen. Eigentlich klar, aber das musst Du erstmal machen! Der Erwartungsdruck nach schnellen Lösungen ist enorm hoch. Was für eine große Herausforderung in Phnom Penh, das als nahezu unkontrollierbarer Urbanismus beschrieben wird, der mit Immobilieninvestitionen des Privatsektors in Milliardenhöhe und einer Verdoppelung der Bevölkerung in nur wenigen Jahren konfrontiert ist!

Die Kooperation umfasst außerdem Entwickler aus der Privatwirtschaft, Fachleute, Professoren und Studenten des Kambodschanischen Instituts für Urban Studies und mehr als 6 Forschungs- und Universitätspartnern aus Deutschland zusammen. Federführend für die nachhaltige Quartiersentwicklung ist das Büro Eble Messerschmidt & Partner aus Tübingen.
